Let's look closer, that this official proposes to legalize. Thus, starting from the letter of the proposed law, the offender should be regarded as someone who organizes gambling businesses outside the gambling zones, defined by applicable law. Such criminals should be held criminally liable. But this is not the most interesting. More significant is the fact that criminals should be written not only to the organizers, but also users of gambling business. That is, if someone decides to pass the time during the lunch break at work, for example, playing poker, then the police have every reason to put this "criminal" in prison, well, or administrative penalty assigned.
Under the ban, according to an official fix is to get not only the gambling business, actually existing, that is offline, but any and all manifestations of online gambling. So, if someone attempts to play online poker for money, it is also necessary to secure the imprisonment.
But, where are buried the big money and common sense and logic do not work, because it begins to operate the principle of profit.
